Job Description

The Senior Manager of Regulatory acts as an advisor to the Region on all legal requirements necessary to maintain an import/export operations and Customs licensing. The manager is responsible for managing changes in international trade and political area, to ensure a high level of regulatory compliance. The managers signature binds the Company on all Customs related matters in the region.

Key Responsibilities:
Essential Job Duties and Responsibilities
• Work with global team members, business leaders and other key stakeholders to successfully implement trade compliance program(s)
• Manage and oversee the maintenance of global compliance policies and procedures for use by key business partners and train appropriate personnel on requirements to ensure on-going compliance
• Create a compliance culture in the organization; drive understanding, adherence to and improvements of compliance in each function related to their responsibilities
• Assist with strategic projects to improve efficiency, compliance and cost reduction initiatives
• Develop process with various internal functions in obtaining import/export licenses, agreements, permits, certification and similar
• Manage and maintain reports and metrics pertaining to various elements of import/export process. Report on trends, areas of concern and improvement opportunities
• Identify training needs, develop and provide training pertaining to import/export requirements
• Monitor import/export compliance through self-assessment audits with the goal of identifying weakness and risk. Develop actionable plans and procedures to mitigate those risks
• Be the primary interface to various internal partners regarding interpretation of regulatory requirements or Company trade policies and procedures
• Keep abreast of regulatory changes that may affect the company and its affiliates, revise trade compliance policies and practices in accordance with changing rules and business needs
• Ensure accurate classification of the company's commodities under applicable import, export or controlled goods regulations
• Working knowledge of Authorized Economic Operator (AEO) Programs, specifically CTPAT
• Maintain a high level of knowledge with Customs regulations and other governmental laws and regulations affecting DFS's operation in the location Develop and lead a team
• Recruit and build effective teams
• Motivate and federate the team
• Provide development opportunities to your team
• Conduct annual appraisal meetings, set individual/collective objectives, give feedbacks
• Provide day-to-day direction concerning work assignments, overtime requirements and priorities. Location and/or Position-Specific Requirements
• Based in Los Angeles – with travel to stores or other DFS locations as needed

Key Requirements:
Educational Requirements College or University Degree preferred or equivalent work experience Work Experience 5+ years of leadership experience in import/export trade compliance management Critical knowledge & skills including tools, software applications, language, etc. Fluency in English Strong competencies in management of teams Demonstrated ability to weigh risk areas and business objectives to propose realistic solution. Turn complex compliance requirements into scalable processes Proficient in MS Word, Excel, PowerPoint and the U.S. CBP system ACE. Ability to actively participate in complex, cross functional projects including setting scope, reaching consensus, executing on task and presenting results Detailed knowledge of Customs Bonded Warehouse regimes, FTZ's, Cites, Harmonized System Codes, Valuation, and Certificates of Origin Comfortable with paperwork as well as technology Knowledge and experience with applying Quality Improvement Techniques. Six Sigma certification, APICs, Supply Chain Certification, and/or other professional certifications are a plus. Other Qualifications / Core Competencies
